NEW VOC REGULATIONS TO AFFECT THE ROOFING INDUSTRY
Many property managers, building owners and commercial real estate trusts may not be aware of the impending changes that are taking place with regards to the use of solvent based adhesives that are used in most standard single ply roof applications.
This announcement is designed to serve as a resource to clarify issues related to the recent imposition of regulations in the Northeast to reduce the emissions of volatile organic compounds (VOCs) that result from the application of adhesives, sealants and primers. The Ozone Transport Commission developed a model rule for a broad range of industrial adhesives and sealants that impacts the products typically used for roofing applications. The states that make up the Ozone Transport Commission are now in the process of instituting regulations at the state level that incorporate the guidelines from the original model rule.
The first states to be affected by the VOC regulations are Connecticut, Washington DC, Maryland, New Jersey and Rhode Island. States to be phased in at a later date are Delaware, Maine, Massachusetts, New Hampshire, New York, Pennsylvania, Vermont, and Virginia.
Please note that solutions are available, but certain products that are required under this regulation have a material cost increase of approximately 50% which will significantly impact the costs of completing roofing projects during the time periods when these regulations are in affect.
Building owners have some level of control that they can exercise in this situation. They are in control of their schedule and when they decide to implement roofing projects. By properly planning or acting on roofing projects, building owners can save a lot of money. A difference of days or weeks in a project can impact the overall bottom line of a roofing project and can impact the return on investment for a project.

JURIN INSTALLS WHITE “GREEN” AT BUCKS COUNTY HEALTH DEPARTMENT
White Roof Is Green!
Environmentally-friendly Roof Installed at Bucks County Health Department
As new capital projects continue to progress within Bucks County government, the commissioners and their administration are making every effort to explore and implement ways in which to build green. Being good stewards of the environment is not only sound for the planet, it is in many instances the most fiscally responsible option over the long term, as well.
The roof of the Bucks County Health Department’s office building at the Neshaminy Manor Complex was recently replaced with a new, energy efficient, TPO white roof. Thermoplastic polyolefin, or TPO, is a white, reflective, energy-efficient and cool-roof product. It is ENERGY STAR®-rated and Cool Roof Rating Council (CRRC)-certified. The white material reflects the sun and in turn reduces a building’s energy use and cooling costs.
Additionally, the roofing company, Jurin Roofing of Quakertown, acted in an environmentally responsible manner by recycling the old roof’s insulation materials. The company received a certificate attesting to that recycling from Nationwide Foam, Inc. (NFI), the country's largest foam insulation board recycler. Recycling the old roof also kept non-biodegradable and bulky products out of local landfills.
Commissioner Chairman Charley Martin sees green building as a priority, noting, “Environmental stewardship is important to Bucks County government. Our BEGIN (Bucks Employees Green Initiative) Committee continues to find ways to be more responsible to the environment, and we have instituted many green initiatives throughout our buildings. I am pleased to see this roof added to our compliment of green projects.”
